Cuffed: Drug lord Oscar Montoya arrested after 'ordering shootings and beheadings of 600 Mexicans'
Mexican police capture psychopath drug lord. Oscar Osvaldo Garcia Montoya, chieftain of the "Hand with Eyes" cartel, killed 300 personally, and ordered the decapitation murder of six of his henchmen just this week.
