NSW Police Assistant Commissioner Dave Hudson said authorities had a strong case against the man.
He said the suspect, who is an Australian citizen, had been living in Sydney for six weeks before the bomb hoax.
"There are links between the suspect and the family but not directly," Mr Hudson said at a press conference in Sydney this morning.
"We are quite confident the person arrested this morning is responsible for the crime but the motive yet to be determined. It's a fairly detailed chain of circumstantial evidence.
"We are not seeking any further offenders in this matter."
